LAGOS, Nigeria (AP) ? Royal Dutch Shell PLC says it has shut down a pipeline in Nigeria's oil-rich southern delta after a fire and a suspected attempt to steal crude from one of its lines.
In a statement late Sunday, Shell said its Nigerian subsidiary shut down the 28-inch (71-centimeter) Bomu-Bonn trunk line after a fire there Sunday. Shell said the shutdown of the line would cut production by about 150,000 barrels of a oil a day.
Shell said a helicopter saw a burning ship nearby. It did not discuss how much oil spilled in what it described as an attempted theft.
Shell produced about 800,000 barrels of oil a day in Nigeria last year. Militancy in the region has dropped off after a government-sponsored amnesty program in 2009. However, violence, kidnappings and crude oil thefts still occur.

As another dog owner mourns the death of his pet after a?flight, there?s growing concern about the safety of beloved furry companions in?the cargo holds of commercial airlines.
?We all think it?s kind of like us, you get on your plane?and everything is nice and they?re our pets, so they must be taking care of them?too,? said Michael Jarboe, whose dog Bam Bam died after a United Airlines flight?last month.
?But what I found out is, when you check your pet, you run?the exact same risk of them not showing up as you do with your luggage. That?s?kind of sobering.?
Jarboe is sharing his story just days after model Maggie?Rizer said the negligence of United resulted in the death of her two-year-old?golden retriever Bea.
United?expressed condolences in both cases.
?We have?been in contact with Mr. Jarboe and are saddened by the loss of his dog, Bam?Bam. The safety of the animals we transport is always considered first and?foremost when making decisions regarding their routing and carriage,? United?said in a statement to NBC News.
Jarboe and his partner flew from Miami to San Francisco with?Bam?Bam on Aug. 28. The two-and-a-half-year-old Neopolitan Mastiff had flown?four times before ? twice on United ? without any problems, Jarboe said.
There were direct connections available on other airlines,?but Jarboe booked a United flight with a layover in Houston specifically?because he was impressed with the carrier?s PetSafe program.
The service promises plane compartments that are pressurized?in the same way as passenger cabins, climate-controlled facilities and??personal handling in climate-controlled vehicles? for connections in United's?hubs, if the animal is exposed to temperatures greater than 85?F for more than?45 minutes.
?I had such trust in United and everything that they?promised me,? Jarboe, who lives in Miami Beach, Fla., told NBC News.?Bam Bam?s?transport cost $650 each way.
It was 95 degrees when the plane landed in Houston, Jarboe?said. After a layover of about three hours, he and his partner boarded and looked?for the air-conditioned van that they thought would bring their dog, but Bam?Bam arrived instead in a regular metal boxed luggage cart, Jarboe said.
?We had a direct shot, I could see right inside his kennel?and I have never seen him that hot ? ever,? Jarboe recalled. ?His tongue was?hanging out so far, it couldn't have hung out any farther, he just looked?awful. I kept thinking, why is he not on a van??
When they arrived in San Francisco, they were told the dog?didn?t make it, Jarboe recalled. The cause of death was acute cardiovascular?collapse, according to a letter sent to Jarboe by United, which paid for the?dog?s?necropsy.
?The untimely death of Bam Bam was not a result of transit-related handling,? the airline said in the letter signed by Cheryl Ortiz,?United?s cargo claims manager. Writing back to United, Jarboe called the?finding ?naive and absurd? and said Bam Bam?s vet described what Jarboe?witnessed in Houston as a ?recipe for a heat stroke.?
When asked why a climate-controlled vehicle wasn?t used to?transport the dog, United would only say that it brought Bam Bam to a holding?area for greater comfort?during his connection. The holding facilities are USDA Animal?Welfare-approved and provide ample room and air ventilation, as well as regular?monitoring and watering provided by trained PetSafe personnel, United said.
The airline has refunded the dog?s transport fare and is?working with Jarboe on additional compensation.
If you?re a pet owner, you should know that The?Humane Society of the United States recommends that you do not transport yourpet by air unless absolutely necessary.?
Excessively hot or cold temperatures, poor ventilation,scarcity of oxygen, and rough handling all contribute to animal deaths, the?group says on its website.
Between?January 2012 and July 2012, 17 pets died and another 17 were injured on?commercial airlines, according to reports issued by the U.S. Department of?Transportation.
In?2011, 35 pets died while flying, but only two of those losses were suffered on?United, which had the lowest number of animal deaths that year.
The DOT is now considering a new rule that would expand how airlines report the number of animals that were lost, injured, or died during air transport.
In the meantime, Jarboe is mourning the loss of Bam Bam.
?It never occurred to me that when he was down in the hold he was dying,? he said.

VIENNA, Va., September 29, 2012 ? Part 2: In the first segment of this two part column, we looked at the little known stories of Chinese soldiers who served on both sides of the Civil War, fighting heroically and sometimes paying the ultimate price.
Today we turn to a story that resonated into the Twentieth Century, the true story of a young Chinese man who went from starving stowaway to the battle of Cold Harbor.
It began when Sing Loo was discovered as one of two little Asian boys, four and six years old, who had stowed away on board the square-rigged merchant ship Cohota, in 1845 on a regular trip from Shanghai to Massachusetts.?
Sargent S. Day, captain of the ship, found the youngsters two days after sailing, and realized both were starving; how long before sailing they had eaten was anyone?s guess. The older of the two died and was buried at sea, but Captain Day took the younger boy, ?adopted? him, and named him Edward Day Cohota, after the ship. The child sailed with the captain and his wife until Day retired in 1857, and they took him home with their own children, who accepted him as another brother.
When the war began, Edward Cohota enlisted in the 23rd Massachusetts Infantry, and saw considerable action in the Battle of Drury?s Bluff in May of 1864. He said he came out of the action with ?seven bullet holes thru? his clothes, but ?none touched his flesh.?
A Permanent Part in His Hair
It was at the Battle of Cold Harbor three weeks later that a Confederate mini ball went right across his head, leaving a permanent part in his hair, but he was not seriously wounded.?? It is believed that Cohota was the only one of the Asian soldiers, who returned to military service after the Civil War ended, remaining in the Army for 30 years. He was stationed at Fort Randall, Dakota Territory, married and had six children.
For that length of time, remembering the promise of the U. S. Government to give citizenship after service, Cohota assumed he was a U.S. Citizen. However, he put off submitting his second set of naturalization papers until after the Chinese Exclusion Act of 1882 was passed, which rendered him not a citizen with no chance of becoming one.
Cohota evidently came through the whole episode with his sense of humor intact, since for years he enjoyed telling his children that he had always voted as a citizen, and had cast his ballot for Republicans for 30 years, even though he was not eligible all that time. He lived to the age of 93, served on the city council in Gloucester, and was Treasurer of Tyrian Lodge, Free and Accepted Masons.? He died in 1935 at the Battle Mountain Sanitarium for Veterans in Hot Springs, S.D. He also held a life membership in Masonic Arcania Lodge # 97 of Armour, S. D.
The amount of time Cohota spent in the military is the reason the military has more complete records on his life and service. Sometime in 1929, an article in the Rapid City Daily Journal gave tribute to Mr. Cohota, as follows:
"It is not an uncommon thing to see a grand old gentleman at the national sanitarium standing uncovered and at attention at "flag-down." This refined, splendid looking old gentleman, who stands with such reverence and respect for the flag of his adopted country, is Edward Day Cohota, the only native-born Chinaman who went through the Civil War.
"His retirement pay was still coming when he arrived at the sanitarium, but he soon took a final discharge from the army and applied for a pension as a Civil War veteran. His claim was allowed at $72 per month."
A caveat: in that era, and for decades afterward, ?Chinaman? was a perfectly normal and accepted term for a person of Chinese descent. No opprobrium was intended or inferred.
From Silk Trade to Military
We have only slim information and conjecture as to how many of the Asian soldiers ended up in the army of either side. New Orleans was a favorite gathering place for those who had been in the navy, and many joined the troops to fight or were ?invited? to join for a break from naval life.
Many Chinese in earlier years had first come to this country as part of the Manila, Philippines silk route, which ran from the island to Acapulco. We also have the Spanish to thank as they imported Chinese ship builders, one association leading to another. There were no Chinese women in the area, so they intermarried with native blacks, Creoles and others.
In any event, we now have verified service of more than a few Asians, including several Filipinos, who joined either the Confederacy or the Union forces to fight for their adopted land, and their dedication to this country deserves honor and respect.?
Regrettably, it instead led to the Chinese Exclusion Act in 1882, which made it technically illegal for Chinese to become U.S. citizens, much less be citizens. This act was enforced until 1943.
It is sad that the U.S. government never kept its promise to them, since an earlier law said only whites could be naturalized, and that their service to the country has been overlooked for so long. These brave men in an adopted land deserve far more recognition, not to mention the reward of citizenship as promised, than they received.
Several historians have zeroed in on this subject, and I am grateful for their work in putting together this abbreviated story of the brave Asians who served during the Civil War.

The Samsung Galaxy Note 2 has placed itself among the most anticipated devices of the year. This is despite its different, larger form-factor, which manufacturers tried to introduce before, but failed to do so right. There are 3 versions of the ?phablet? strolling through the Federal Communications Commission, all headed to their relative major carrier ? AT&T, Verizon and T-Mobile. We have the SGH-i317 for AT&T, the SCH-i605 for Verizon and the SGH-T889 for Verizon. All come with LTE-compatible radios. There is a bit of bad news attached to this FCC filing, though. Samsung made it seem like they were finally improving their strategy with the faster and headache-less Galaxy S3 release, but it seems we are back to the older ways. So I got in the car and drove for nearly 6 hours and did just that. Here are the results.
Maps under iOS 6 isn't too much different than the design and feel of what users already had under iOS 5. Upon launching the app you'll be presented with a map of your current location. Along the top you've got a directions button, a search bar, and a link to your contacts so you can get directions to any address for any contact.
When it comes to viewing a map and customizing the views you'll see two buttons in the lower left hand corner. The first is to automatically find your current location. In the lower right hand corner you can tap on the page curl in order to customize view options even further. You've got three main map types which are standard, hybrid, and satellite. Standard will give you a drawn out view of maps with streets and other markings clearly labeled. Hybrid gives you an actual live view of what you're looking at along with street labels and other information. Satellite will leave out labels and only give you a live view.
At anytime during navigation you can choose the list icon in the bottom left to view all the directions along your route. Once you start a route it'll automatically activate voice navigation via Siri. You can close out of the app, lock your iPhone, play music, or go about whatever you were doing and Maps will still keep track of directions for you. You'll see your route on the Lock screen and any directions will be announced as they happen via Siri.
iOS 5 Maps is extremely similar when it comes to interface. You will however notice some features in iOS 5 Maps that are blatantly missing in iOS 6 maps such as transit and walking directions.
iOS 5 Maps has two main views and you can toggle between them along the bottom of the screen. They are search and directions. You can also choose the arrow icon in the lower left corner to locate yourself at any time. Under search you can type in the name of any place or city and see it on a map. You can also choose the blue Address Book button to access your contacts and choose a destination that way. If you know the address or place you need to get to, you can type in directions manually as well.
Similar to iOS 6 maps, tapping on the page curl in the bottom right will allow you to view traffic and switch between map view. iOS 5 Maps supports the same kind of maps iOS 6 maps does but adds the list option for list directions. You have this feature under iOS 6 maps as well but it's just moved to the main map view instead of being tucked inside the settings section.
If you're on iOS 6 and aren't happy with the updated Maps app, you still have the option of going to maps.google.com from your Safari browser, bookmarking it on your Home screen, and using that instead. While the interface is different, you'll get all the same map data that Google offered in the iOS 5 Maps app.
Along the top you've got the option to search for a destination, locate yourself, and more. The web version of Google Maps will also give you the option to choose between driving directions, transit info, walking directions, and bicycle routes.
After pulling up driving directions, maps.google.com will give you the different choices in routes to choose from just like iOS 6 Maps and iOS 5 maps do. Once you choose one you can immediately start. Google will track your location just like it would in the native Maps app but you'll have to make sure Safari stays running or you don't navigate away from the page by mistake.
After choosing a route you can view a list of instructions directly underneath it. Tapping the maps icon at the top will give you a map view of the route. In my experience, maps.google.com is much choppier via Safari than both iOS 5 and iOS 6 Maps. Sometimes pressing on a button via the web version wouldn't always work or didn't seem very self explanatory.
When it comes to user interface and ease of use, both Maps under iOS 6 and iOS 5 are easy to use and extremely alike design wise. The web version of Google Maps is choppy and doesn't seem to display data as quickly and efficiently as either iOS 6 Maps or iOS 5 Maps.
When entering directions into iOS 6 Maps, iOS 5 Maps, and maps.google.com, most of the time, all three apps would present you with the same suggested routes. They also typically showed the same amount of travel time within minutes of each other.
iOS 6 Maps works very much like iOS 5 maps. Just search for a location and get driving or walking directions from your current location or manually type in a from and to address and iOS 6 Maps will give you directions. If there are several routes to choose from it'll show you a map view of each route. You can then tap each route and view the distance and time as well as a list view of the directions. Once you've found the route you'd like to take you can tap the Route button and you'll be on your way. Voice navigation will commence and you can close out of the maps app. Siri will then notify you when you've got a turn or other direction coming up. Anytime you want to view the directions you can tap the turn arrow in the upper left hand corner of iOS 6 Maps in order to view the directions from start to end.
One thing I did find interesting with iOS 6 Maps is that it doesn't always produce the same results each time. You can see above that when I searched for the same location on two separate iOS 6 Map apps on two different devices, the map data looks different on both. I wasn't able to figure out why that is and each time I searched for a location it would show different side streets than the last time I searched.
iOS 5 Maps works the same way iOS 6 maps does but is more robust. You can not only find driving and walking directions but information as well. Anyone who's ever been in a big city they're unfamiliar with knows how important transit directions can be. When you don't have a car, they're a pretty big deal.
Once you've chosen the type of directions you want, you can either locate yourself and choose a location from there or manually type in directions. Once you're done you can tap the Route button and just like with iOS 6 maps, you'll be given several routes to choose from. Tap one to choose it and you'll be given directions along the top of the screen.
Since iOS 5 Maps doesn't support voice navigation you'll only have the option to use regular navigation. Once you've completed a step you can tap the Next button to view the next step. When it comes to driving, voice navigation is definitely a better option and before iOS 6 Maps, there were several third party GPS apps that helped fill in the gap.
Even though you don't have voice navigation, iOS 5 Maps contain much more robust data when it comes to the actual maps you're viewing than that of iOS 6. If you're trying to obtain directions in a rural area, you may not see side streets or other kinds of data in the Maps app under iOS 6 that is present under iOS 5 using Google Maps. That will be a problem for many users.
If you're on iOS 6, maps.google.com makes a good fallback for when iOS 6 Maps isn't giving you the data you need. Since it pulls the same data as the iOS 5 Maps app, you'll get much better mapping data to work with. Again, it would be voice navigation or turn-by-turn directions but you'll see a much clearer picture and in some cases, better directions, than what you get with Maps on iOS 6.
When it comes to mapping data, Maps for iOS 5 and maps.google.com contain much more data and are a lot more reliable than Apple's own iOS 6 Maps app when it comes to rural areas. If you live in a well populated area, iOS 6 Maps will still give you the data that you need and get you from point A to point B without a hitch.
iOS 6 Maps offers voice navigation and turn-by-turn direction. This is not a feature that is available through either iOS 5 Maps or maps.google.com. If you wanted voice navigation prior to iOS 6, you'd have to rely on a third party app to provide it. Considering some of them can get extremely high in price, it's nice to see Apple providing the feature natively.
Since iOS 6 was released as a beta back in June, I've been using voice navigation rather regularly and have to say I'm quite impressed with the Siri integration and how it works so seamlessly regardless what you're doing on your iPhone. You can run it in the background or view directions and a live map on the Lock screen. Whenever you're about to come up on a new direction, Siri will re-iterate the direction to you. If you've got music playing through your Music app, the music will simply fade out and Siri will provide the direction, then the music will fade back in.
When using turn-by-turn and voice navigation, you aren't typically starting at a map but rather relying on your iPhone to keep you updated and let you know where you're at. When it comes down to it, I've been impressed. I've never gotten myself into a situation where iOS 6 Maps led me in a wrong direction or didn't get me where I needed to go.
When testing locally in my home area that I know well, I did notice that sometimes iOS 6 Maps didn't make the fastest route the top suggestion but it still got me where I needed to go. In rare circumstances, the fastest route I knew wasn't always available but considering they typically involved side streets and directions that may be confusing for people that were not local to the area, I can see why iOS 6 Maps might not bring up a route like this. For users that don't know an area, main streets and fewer turns probably causes less confusion than a route that would have a lot of twists and turns. For simplicity's sake, I get it.
Considering iOS 5 Maps and maps.google.com don't offer turn-by-turn or voice navigation, iOS 6 Maps wins.
iOS 6 Maps comes with a new feature Apple is calling Flyover. The premise is that you can see an overhead view of an area on the map and use your fingers to pan in and out as well as rotate the map in a pretty amazing 3D view.
While the feature is pretty neat to look at, it doesn't have much application when it comes to real world use. Sure it's cool to use Flyover to view Chicago or other large cities around the world but besides being a cool feature to show off to your friends, you probably won't ever find yourself using it while driving.
Flyover is also only limited to certain areas right now and they're pretty limited. They currently only include large cities such as San Francisco, Chicago, London, New York City, and some other larger metropolitan areas. There are also times when Flyover shows some pretty wild inaccuracies, as you can see above. I don't remember the Eiffel Tower looking quite like that.
Google has a service that is somewhat similar to Flyover called Street View. While it isn't an overhead view, it provides a street level view of areas. When it's available, you'll get an icon next to a location that shows a red circle with a person inside it. Tapping it in iOS 5 Maps will take you down to street level. From here you can move up and down streets and pan 360 degrees in any direction.
While the iOS 5 Maps app offers Street View, you don't currently have access to it from the maps.google.com site in mobile Safari.
Considering Google has had the better part of a decade to put together Street View, it'll be available in a lot more areas than Flyover. It's also a much more useful feature than Flyover when it comes to practical utility.
Google had a tremendous head start over Apple when it comes to the mapping business (here's what Google Maps looked like on the PalmOS Treo 680 back in 2007 -- a year before the first iPhone was even released). That's obvious when comparing map data between iOS 6 Maps and iOS 5 Maps. Apple probably could have avoided a lot of the negative backlash over iOS 6 Maps if they better set expectations and perhaps released the new Maps with a beta bandaid the way they did Siri. But that's neither here nor there.
If you have an iPhone 5, you have no choice and iOS 6 maps will be your default location service. In my experience, when it comes to practical utility and using the voice navigation in iOS 6 Maps, I've always gotten where I need to go. The addition of turn-by-turn is a spectacular upgrade. The animations are nearly flawless and the out-of-app banners and Lock screen navigation are stellar. In my tests, if I made a wrong turn, iOS 6 Maps would automatically reroute me quickly and accurately. Outlet streets and side streets are not always clearly labeled like they are in iOS 5 Maps but I haven't found it to be something that caused me to lose my way.
The iOS 6 maps themselves are beautifully rendered and the vector illustrations are a huge improvement over iOS 5's bitmap tiles. Flyover is more of a novelty and not a feature that most people will use regularly for mapping, and while StreetView can be as well, seeing was a shop or location looks like at ground level is often more helpful than what it looks like from the clouds.
The loss of transit directions is incredibly inconvenient for those who use them daily. If you happen to have a great transit app in your area, it can mitigate the annoyance, but having to leave Maps for any reason can't be viewed as anything but a regression. Transit apps should be a value add, not a must have.
If you're in a heavily populated U.S. city and there's a great transit app in the App Store that covers your needs, iOS 6 Maps will probably be fine for you, and given the controversy you can be sure Apple is working day and night to make it better.
If you're in other parts of the country or the world where the iOS Map data is poor, maps.google.com and its more robust and reliable data set is a functional alternative and fallback. Web apps are never as good as native apps, but until Google stops enjoying themselves long enough to launch a real Google Maps app into the App Store, it's one of the few ways to complement iOS 6 maps.
If you have a previous iOS device, depend on Maps, and you're on the fence about updating you can stay on iOS 5.1 and keep using iOS 5 maps, but you're probably better off upgrading for a lot of other reasons and checking out third party navigation apps that are more robust than both iOS 5 Maps and iOS 6 Maps.

BP is pushing forward with plans to expand the Tangguh LNG plant. Namely, the company announced that they have submitted a Plan of Further Development.
The company wants to build third LNG train, as part of Tangguh plant expansion. The new train would have 3.8 million metric tons production capacity per year.
The LNG processing plant currently consists of two LNG trains, producing at least 7.6 million metric tons of LNG a year.
With 37.16% interest in the project, BP Indonesia is the operator of Tangguh under a production sharing contract with BPMIGAS (Indonesia?s regulatory body for oil and gas upstream activities).
?We only have one item left to be discussed, as such, we are hopeful that the approval for the POFD can be reached next month?, said Hadi Prasetyo, BP spokesman.
The Project involves the tapping of six fields to extract combined proven reserves of around 14.4 trillion cubic feet of gas. Two normally unmanned offshore production platforms located in Bintuni Bay will collect gas from the reservoir, then send it through sub-sea pipelines to an LNG processing facility on the south shore.

WASHINGTON (AP) ? Republicans lashed out at President Barack Obama and senior administration officials over their evolving description of the deadly Sept. 11 attack on the U.S. Consulate in Libya, a late campaign-season broadside challenging the veracity and leadership of an incumbent on the upswing.
Desperate to reverse the apparent trajectory of the White House race, Republicans sense a political opportunity in Obama's reluctance to utter the words "terrorist attack" as well as the varying explanations emerging from the administration about the assault in Benghazi that killed Ambassador Chris Stevens and three other Americans.
Talk of Watergate-style scandal, stonewalling and cover-up echoed in the GOP ranks on Thursday, from the head of the party to members of Congress to Mitt Romney's campaign staff. This full-throated criticism comes five days before the first debate between Obama and Romney, with Republicans determined to cast the president as dishonest and ineffectual on both foreign and domestic policy.
"Amid Middle East turmoil and six weeks before the election, President Obama refuses to have an honest conversation with the American people," Reince Priebus, chairman of the Republican Party, wrote in an article for the website Real Clear Politics. "The country deserves honesty, not obfuscation, from our president."
Republicans say the administration has been slow to call the assault a terrorist attack and has criticized its initial insistence that the attack was a spontaneous response to the crude anti-Islam video that touched off demonstrations across the Middle East.
Since then, it has become clear that the Benghazi assault was distinct from the mobs that burned American flags and protested what they considered the blasphemy in the movie, but didn't attack U.S. personnel. Republicans have also suggested that the administration had intelligence suggesting the deadly attack might happen and ignored it.
"I think it's pretty clear that they haven't wanted to level with the American people. We expect candor from the president and transparency," Romney told Fox News this week.
The White House and Democrats accused the GOP of politicizing national security, with officials specifically mentioning Romney's quick swipe at Obama as an extremist sympathizer as the crisis was still unfolding in North Africa around Sept. 11.
"The Republican approach is to shoot first and ask questions later," Rep. Adam Smith of Washington state, the top Democrat on the House Armed Services Committee, said in an interview. "The administration wants to do an investigation and be as accurate as possible. That's the difference between partisan politics and trying to govern."
Democrats also used the criticism to recall the former Massachusetts governor's missteps during his summertime overseas trip and his omission in his prime-time speech at the Republican National Convention of any mention of U.S. military forces fighting in Afghanistan.
"Every time Mitt Romney has attempted to dip his toe into foreign policy quarters, it's been an unmitigated disaster," Obama campaign press secretary Jen Psaki said aboard Air Force One.
National security has provided few political openings for Romney and the GOP as Obama has shed the Democrats' past reputation for weakness by ordering the successful raid that killed terrorist leader Osama bin Laden and undercut al-Qaida. An Associated Press-GfK poll earlier this month found Obama with an edge over Romney on who Americans think can do a better job of protecting the country, 51 percent to 40 percent.
The economy and jobs are the dominant issues in the election, with few voters likely to cast their ballots based on events in Libya or conflicts overseas. Underscoring the general weariness after more than 10 years of war, some of the fiercest GOP defense hawks in Congress have suggested the United States withdraw its forces from Afghanistan, an even bolder step than Obama.
But the administration has struggled to present a coherent description of the assault in Libya, prompting questions from Republicans and Democrats about whether the United States had prior intelligence, whether the attack was planned and whether security was sufficient.
In that same AP poll, Americans approved of Obama's handling of Libya by just 45-41 percent. The poll was conducted within days of the assault.
Defense Secretary Leon Panetta on Thursday called it a terrorist attack.
"What terrorists were involved I think still remains to be determined by the investigation," he told reporters at the Pentagon. "But it clearly was a group of terrorists who conducted that attack."
Secretary of State Hillary Rodham Clinton and White House press secretary Jay Carney called the violence a terrorist attack last week. But Obama has declined several chances to call the incident a terrorist attack. He said last week that extremists used an anti-Islam video as an excuse to assault U.S. interests.
And just five days after the attack, U.S. Ambassador to the United Nations Susan Rice said the attack was a spontaneous reaction to the video. Her assessment was at odds with Libya's interim President Mohammed el-Megarif, who said there was no doubt the perpetrators had predetermined the date of the assault. Panetta said Thursday it was a "planned attack."
The FBI is investigating, but the apparent contradictions have prompted demands for information from Congress and a flurry of scathing letters to the administration.
So far, U.S. intelligence has indicated that heavily armed extremists numbering 50 or more attacked the consulate, relying on gun trucks for added firepower. They established a perimeter, limiting access to the compound. A first wave of attacks forced the Americans to flee to a fallback building, where a second group of extremists attacked with mortar fire. Stevens died of apparent smoke inhalation when he was caught inside one of the consulate buildings, which had been set on fire.
Officials have not singled out one responsible group, but have focused their attention on Ansar al-Shariah, a Libyan militant group led by a former detainee at the U.S. military-run prison in Guantanamo Bay, Cuba.
Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said Thursday that there has been a "thread of intelligence reporting" about groups in eastern Libya trying to coalesce, but no specific threat to the consulate.
Since the fall of Libyan leader Moammar Gadhafi last year, militias, weapons and terrorists are common in Libya.
"It was just unbelievable that Ambassador Rice and Secretary Clinton and the White House spokesman and others would say that there was no evidence ? that this was a spontaneous attack, yet they say, 'come on, honey, bring your mortars, we're going to a spontaneous demonstration,'" Sen. John McCain, R-Ariz., said on CBS' "This Morning."
McCain, who called the administration's statements "disgraceful," joined three other Republican senators this week in a letter to Rice pressing her on her "troubling statements that are inconsistent with the facts."
Eight Republicans who head House committees sent a letter to Obama criticizing a "pre-9/11 mindset" of "treating an act of war solely as a criminal matter." They said they would return to Washington from their nearly two-month recess for briefings beyond the back-to-back sessions Clinton and others held last week.
Sens. Bob Corker, R-Tenn., and Johnny Isakson, R-Ga., have asked for communications between the State Department and the U.S. mission in Libya leading up to the attacks.
Senate Foreign Relations Committee Chairman John Kerry, D-Mass., has written the State Department's Thomas Nides asking him to provide the panel with a detailed accounting of the attacks on U.S. missions in Libya, Egypt and Yemen on Sept. 11, information on security and whether there was any prior intelligence.
Sen. Chris Coons, D-Del., a member of the panel, said the purpose of this letter is a bipartisan effort to get information.
"I do think it is legitimate and appropriate to ask questions," Coons said in an interview. "Some have sadly overreached and clearly are politicizing this incident."

Samsung made much ado of the Galaxy Camera coming in both 3G and 4G versions, but it wasn't clear just which carriers would let us upload photos when away from WiFi. The FCC might have just given out a big clue with approval filings for two 3G editions. As it's been tested for US clearance, the Android point-and-shoot in its EK-GC100 and EK-KC100 guises has support for HSPA-based 3G on the 850MHz and 1,900MHz bands used by AT&T and larger Canadian carriers -- a possible hint of Big Blue's ongoing connected devices push, but not a very promising discovery for most T-Mobile users or any CDMA customers. Before anyone bemoans the absences of LTE or support for more American networks, however, we'd note that this is just one filing and might not represent the totality of Samsung's US plans, if we're indeed looking at one or more US-bound examples. We'll keep an eye out ahead of the Galaxy Camera's international launch in October to see if there's anything more in the FCC's cards.

Oil has dropped $9 per barrel, or 9.1 percent, in less than two weeks. Gas prices tend to lag changes in oil, but experts don't expect a significant move lower until the middle of October.
Oil ended at $89.98 on Wednesday, down $1.39, or 1.5 percent. The national average price for gas was $3.805 per gallon, a record high for this time of year, and up 31 cents from the same date last year.
Gas prices should be at a record for early October when President Barack Obama debates Republican challenger Mitt Romney next week in Denver. The focus of the debate will be on the economy and domestic policy. High gas prices usually cut into consumer spending, which accounts for about 70 percent of economic activity.
Gas has remained stubbornly high although economic growth is tepid and demand for gasoline is lower than a year ago. Oil rose about 25 percent from late June through late August. More recently, refinery issues have tightened the supply of gas on both coasts. And there are lingering effects from Hurricane Isaac, which disrupted refineries and imported oil deliveries along the Gulf Coast.
Prices are at or above $4 per gallon in Alaska, California, Connecticut, Hawaii, New York and Washington, according to AAA, Wright Express and the Oil Price Information Service. The lowest prices, which range from $3.546 per gallon to $3.656 per gallon, are in Texas, the lower Midwest and the South.
It probably will be a few more weeks before supplies build back up in certain markets and lead to a noticeable decline in pump prices, said Tom Kloza, chief oil analyst at Oil Price Information Service.
He predicted that gas would drop into a range between $3.25 per gallon to $3.50 per gallon by Thanksgiving. The highest price voters ever paid while heading to the polls falls in that range: $3.41 on Nov. 8, 2011. In 2008, when Obama defeated John McCain, gas had dropped to $2.41 by Election Day as the economy slid deeper into recession.
Oil last closed below $90 per barrel on Aug. 2. Wednesday's drop came as protests in Greece and Spain offered visible reminders that Europe still is struggling to resolve its debt crisis. The protests are occurring ahead of spending cuts and tax hikes designed to help those countries control debt. Such austerity measures crimp the need for oil and oil byproducts like gasoline and diesel.
Brent crude, which is used to price international varieties of oil, fell 41 cents to $110.04 per barrel in London.
Other futures prices on the New York Mercantile Exchange:
? Heating oil was flat at $3.1068 per gallon.
? Wholesale gasoline rose 11.4 cents to end at $3.08 per gallon.
? Natural gas gained 9.9 cents to $3.023 per 1,000 cubic feet.
